Dead Island +DI: Riptide running at 10 FPS?

I decided to download both games again to play, but as soon as I boot up the game the main menu runs at 10-14 FPS.

In game is exactly the same.
My Specs:
GPU: 780ti
CPU: AMD 8350
RAM: 16GB 2300Mhz
OS: Windows 8 64-bit

In task manager, it says the game isn't using the CPU at all (even with the game window selected) and for some reason, if I Alt-Tab, the game jumps up to 200+FPS until I tab back to the game itself.

I rolled back drivers and that didn't help (though I didn't roll back too far)
I did go into the actual game and it was the exact same thing. About 10 FPS.

It's frustrating because I remember playing the game just fine before, the only difference was that I had a 670 and not a 780ti. Same CPU and everything. I also tried the game on my MSI gaming laptop. The results were the same. What did they do in the last few months?

It can't be the CPU. All my other games run perfect.
And like I said, I tried Dead Island on my laptop, which has an Intel i7-4800MQ CPU.

What OS are you using?
I'm using Windows 8 and Windows 8.1 respectively on my systems. I heard Dead Island has problems with 8.

hmm, i didnt pay for it if you know what i mean so maybe they updated it which has caused it to crash, this game doesnt even use 700mb of vram and although im getting high fps it keeps dipping a lot, i dont think this game is optimized very well.

Hey Arronleeds, I found the problem.
Apparently it was a lot more simple than I thought. It was my antivirus.
It was causing the game to drop from being processed by my system, and since white-listing the games, they run at hundreds of frame per second.

I appreciate the help though, you went pretty far to help me.
