"Restart to repair drive errors" message keeps showing up in new hard drive

I changed my laptop's hard drive about a month ago so it's very new, lately the "restart to repair drive errors" message has shown up twice, I'm worried because this never happened before even with old dying drive, I restart the computer but nothing seems to happen.
I also noticed my laptop is slower than ever, programs take too long to open and sometimes everything freezes and the only thing I can do is shut down by force, all of this is worse than with the old hard drive that was failing. Aside from this the hard drive always makes scratching noises they're not very loud so I figured they're just normal.
I don't know if doing a clean install might help because I just did one like a month ago when I changed the drive.
 
Solution
Even though I have no observations on this specific tool, the drive should be fine according to the results. If the slowness issue persists after reseating the drive, my suggestion would be just to borrow a HDD from someone and install it on your system. This way you will be sure whether the HDD is causing all of this or it is something else.

Hi there EndlessMidnight,

You should back up the data that is stored on the drive as soon as possible as it is most probably failing.
After that you can test the drive with a brand specific testing tool. My guess is that the drive will fail the test. In that case, you can just contact the manufacturer's Support and eventually RMA the drive.

I have a Toshiba hard drive but I can't find the HDD diagnostic tool on their website, I tried to find them on google but the links I found don't work.

I have used several third party tools but they all say the hard drive is working fine.
 
This really sounds like a problematic drive. On the other hand, the tools shows that it is fine. Could you provide some kind of a S.M.A.R.T report screenshot?
Also, you can try reseating the drive. I don't really think that clean install will sort this issue out.

Well I was still using my old drive last month before I replaced it and even though it was failing it never made noises or was slow, it all started after I installed this new one, you'd think it was the new drive but none of the diagnostic tools I used show any problems. I'll try this and see, again thanks for all your help.
