Need a Router that can handle 13

No router will give great performance with 13 simultaneous ACTIVE connections. Because WIFI is half-duplex (either receive or transmit but not both simultaneously) the available bandwidth gets used up pretty quickly. A dual band N600 or AC1750 router would be the best choice. To best utilize it you need to have some of those users on the 5Ghz band. Everybody on 2.4Ghz will be pretty low throughput for everybody.
