Games running very slow after installing windows 8.1

I installed windows 8.1 pro 64 bit operating system. I installed it over windows 7 ultimate.....and while installing windows 8.1, i kept all the files and didn't do a clean install. after installing i got all the files as it was in my pc......i had installed all my games in c drive except call of duty modern warfare 3 which was installed in my e drive. i ran the game after in windows 8.1 and i was getting 6-7 fps but when i played on my windows 7....it gave me 40-45 fps.......what to do.....i have:-
Intel i5 4590
kingston hyperx 1600mhz ram
intel db85fl motherboard
1tb hdd
intel hd 4600
...........one more thing......fukll hd videos starrted lagging on the windows media player but running totally smotth in vlc media player and k lite codec media player.....help

Maybe you could try CCleaner, a free tool to clean up redundant stuffs on your computer and speed up the performance. It's quicker than manually cleaning the hard drive.
