Constant frame rate drops to 40 fps in battlefield 4

Hey guys, I've been lurking around here for a while and am now in need of your help, which would be greatly appreciated, so I've recently (November 2014) built my first gaming rig, specs will follow, and when playing battlefield 4 on my 49" lg hdtv in 1080p on LOW, MEDIUM, or HIGH settings with anti aliasing and ambient occlusion turned off and motion blur turned off V Sync also off, my frames per second fluctuate from 100 down to 40, mainly when running around near foliage (fine inside buildings etc.) which is very annoying as i want at least 60fps constantly for that smooth game play, (using command perfoverlay.drawfps to show frames) my first thoughts are my graphics card has a lower shader model than recommended, but I'm a noob at this stuff, so I was wondering if I have a 'bottleneck' or just specs too low which i don't think they are and hope they aren't!

Specs are:
CPU - AMD FX 6350 Six-Core Processor @ 3.9 Ghz
GPU - AMD Sapphire Toxic R9 270x Overclocked 2.0GB GDDR5
Motherboard - Gigabyte 970A UD3P
RAM - 8GB (2 x 4GB) Corsair Vengeance DDR3
Hard Drive - 512GB Corsair Force LX SATA 3 SSD
Windows 8.1 64bit operating system
Sharkoon case (although i highly doubt its the caseat fault, cable management is good also so don't think its temperature issue)

Once again thanks for your time and hope you can fix this! If i need a better GPU then so be it I cannot deal with these frame drops!

Usually if a game's framerate doesn't change from Ultra down to the lowest settings, that's a sign that your CPU is a bottleneck. Try downloading both MSI Afterburner and HWiNFO and enable their On Screen Display to see how much of your CPU and GPU are being utilized.

Hi Ronniekins, so i downloaded msi afterburner and HWINFO, but could not get the on screen displays to show in-game, so I messed around with the in game settings then left the game checked msi afterburner, re booted game, increased settings from LOW to MEDIUM, rebooted game played for 5 minutes, checked msi afterburner and repeated with high settings, and found that my CPU Core usage % is only spiking to 100% when booting game up, then averages about 70%, and GPU usage is averaging 60%, but noticed my core clock is constantly maxed which is 1150 mhz when playing and my memory clock is also maxed when playing which is 1500mhz so what does this mean?
Thanks for your help

okk i got it!! its actually because the frame rates of your gpu is actually capped.... which means that the game with an amd gpu is capped to give you 40 fps!! Actually it has happened with many other pc games such as LA Noire while playing with an amd gpu.. ... There is actually no problem with your gpu and cpu as there is no sign of bottleneck since ur cpu is utilising its full limits.. If your gpu averaged lets say between 30% - 40% then there would have been signs of bottle neck.. but no there isn't.. So its fine.. But it would have been better if u used an nvidia video card then u wouldn't have this kind of problems...

Ok, I think I know what you mean, but i can play at above 60fps easily, its just in certain areas of the game (more detailed areas with more going on) there are these frame drops, for example in the test range i get over 120fps, which is due to the low load i believe as there's no other people in the server, but when on paracel storm for example in a populated server where there's a lot of trees and bushes around i get these drops in frame rate, but in other areas or other maps like seige of shanghai its runs smooth. Also i thought BF4 was optimized for AMD GPU/CPU's

Multiplayer is optimized to eat cpu power.

You are describing a bottleneck yes.

Make sure its not a power issue, or thermal throttling.

Most likely issue is the cpu as you gain no fps from turning down video settings, overclocking it would be a good test for this.

Ok sounds good, so is it normal that my core clock was maxed and memory clock was also maxed when gaming?
