Win7 Install goes to black screen at the first cursor

Hi, I have a Toshiba Satellite C655-S5126 with a failed HDD. I installed a new HDD, formatted it and tried to install Windows 7. When it gets to the first cursor with a black screen the screen goes blank and it restarts the install CD again. The install CD is legit, and there can't be a virus issue since it's a new drive. Got any ideas? I tried taking the battery out and holding the start button down for a full minute to no avail.
 
Solution
Disconnect any and all unnecessary devices from the PC and then try it again.

You may also consider taking the CD out of the drive when its finished installing the OS so that if the BIOS is set for the CD/DVD drive to be first in the boot order it doesn't keep looping.

Is the HDD being seen in the BIOS or in the setup? If not, you could have a DOA drive or its not connected well.

Try those things and then get back with us.
