why do I have low fps with my r9 280x and fx 6300?

Hi there! :)
Since I've bought my system, I got pretty low fps ( like 20/30 fps in Crysis 3 while my resolution isn't even full hd - 1280x1024) in ''heavy games''. I used to have a lot of issues with my cpu (overheating-bsod) but I fixed that by buying a new cooler: hyper 212 evo. At first I thought my cpu was bottlenecking my gpu, so I monitored my cpu- and gpu usage while gaming :in most ''heavy games'', my gpu is using maybe 50-70 % of its full potential and my cpu also maybe 50-70%. Does anyone know what is causing my poor performance?

Solution
If you have tried a clean install and the performance did not improve, that indicates a hardware issue is the culprit. This could be result of the previous overheating. The most likely components to be affected are the CPU, the motherboard, and the GPU.

If you are looking at overall CPU performance of 50-70%, you could be 100% on at least 1 core, which will limit your GPU performance, which is what I think is happening. You could look into overclocking if this is your case, or investigate upgrading the CPU (or even CPU/Motherboard (ram?)).

Actually, I looked at all the cores individually, and none of them was using 100 percent :3

I would make sure that your GPU is not thermalling and slowing to protect itself. You mentioned that you replaced your CPU cooler, which -shouldn't- be an issue, but perhaps monitor your CPU temperatures as well, just to eliminate any possible "easy fixes".

I monitored my cpu temps ( I ran stresstests like heavyload and prime95, and I checked the temps after gaming) and the maximum temperature it reached was maybe 54° (at stock speed). I also monitored my GPU temps while under load ( gpu stress tests), and it reached a maximum of maybe 70 degrees. But while gaming, it never reaches that temperature because it is never under full load :3

But if my cpu was indeed the bottleneck, why isn't the cpu under full load when gaming? My cpu is using maybe 50-70% (per core). Also, I've seen more similar setup's (r9 280x + fx 6300) and they seem to do fine.

It isn't only crysis 3, It is with all 'new' games (crysis 3, tomb raider, even valley banchmark) . My specs are:
r9 280x
fx 6300
6 gb ddr3 Ram
500 gb Harddisk
ASRock 980DE3/U3S3

I believe there could be a (little) bottleneck, but it doesn't explain why I got the same (or worse) fps with my old setup: older amd quad core with 7850.

That budget PSU should be sufficient to power this system. Is anything currently overclocked (CPU, GPU, memory)?

Also, is your HDD running in AHCI, IDE, or RAID SATA mode (look in your BIOS for SATA mode information)?

What resolution are you gaming at (i.e., 1920x1080, 1600x900, etc)?

I will check my SATA mode in a minute. Nothing I have is overclocked at the moment. And my resolution is ( as earlier mentioned) 1280x 1024 :/

Sorry, I missed the resolution info from your original post. At that low a resolution, your GPU is being forced to under-perform (in a manner of speaking). Is 1280x1024 the native resolution of the display?

my sata is running in AHCI mode btw. And yes, that is the native resolution of my monitor (very old VGA CRT monitor)

This CPU/GPU/mobo combo should perform fairly well at the resolution being used for the games mentioned. It is possible that previous overheating issues may have damaged the system hardware (not too likely) or corrupted Windows (quite possible).

I got 2300 at ultra settings (everything maxed out, 8x AA) with 55 fps on average

Also, it could be quite possible that my cpu is damaged due to overheating. In the past (when I used my stock cooler), the cpu would reach 80 degrees celsius within a few seconds when running a stresstest. I fixed that issue by buying a new cooler (evo 212)
