Computer starts to stutter while playing a game, then never stops until restart.

Specs:
CPU: AMD FX-6100 3.30 GHz Six-Core AM3+ CPU
GPU: AMD Radeon HD 7770 ( latest drivers, updated them after the problem started but its still there )
MOBO: GIGABYTE GA-970A-D3 AMD 970 Chipset
RAM: 8GB (4GBx2) DDR3/1600MHz
OS: Windows 7
And just for fun, my Hard Drvie: 1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM




Recently this problem popped up and I cant seem to figure out what exactly is wrong with my rig, I'm assuming its the graphics card. So I'll start up a game say WoW or Minecraft, and after a few minutes of play my frames will consistently drop every ~3 seconds.

It's more of a a stutter, where every 3 seconds everything will freeze ( Except my mouse ) for a very quick second, and then continue smoothly. It sounds like a small problem but it becomes seriously annoying. Once this happens, I can close all applications and the stuttering will persist just on my desktop, if I for instance grab a folder and drag it around on my desktop it will freeze during the 3 second or so interval, my cursor will keep moving, and then the folder will snap to where the cursor is once the freeze stops. Happens when I'm watching videos, moving windows, typing, ( right now ) and it wont go away until I restart my computer. Mildly infuriating.

The freeze lasts a very very short time, less than a second, but still very noticeable. If I'm putting my computer under the load of a game i can hear what I'm assuming is my graphics card whining in my system, and the noise skips just as my graphics skips, if that means anything. Any suggestions? Do I need a new card or could it be something else? Thanks for any help guys.

UPDATE: I removed my graphics card and borrowed my friend's AMD 5700 to make sure it was my GPU that was the problem. It is still happening, so it is something OTHER than my graphics card causing the problem. Any ideas?

Also just tried my other PCI slot to be safe, and a different PSU power port for the card ( all though, the pcie power cord ports seem to be connected together, just one of them also has a 3 pin wired into it, not really sure how that works ). Still getting the stutter.
