AMD Catalyst Drivers won't install

I recently finished building my computer and installed windows and already downloaded drivers for everything but GPU. I have a Sapphire Radeon R9 280x Tri-x and the AMD drivers in catalyst, once in the install stage, says "Installation Package Failure". I have tried on both the disc that came with my gpu and a digital program, neither versions work. Not only will that not install, but when I plug a DVI cable into my GPU, nothing appears on the monitor, but I am pretty sure that it knows that it's plugged in. I am in urgent need of help. OS: Windows 7 Home Premium 64-bit
CPU: i5-4670
GPU: Sapphire Radeon R9 280x Tri-x
Memory: 8GB
PSU: 600w

You can try going into the BIOS and making sure the mobo only outputs to the PCIe card and making sure that the mobo even detects the GPU is in the PCIe slot.

I would use DDU to remove any remnants of the previous graphics driver. These really create havoc for the new driver. Then I would update the BIOS to the latest version recommended on your motherboard model webpage.

What you described is practically word for word the definition of graphics driver problems.
