AMD Catalyst Drivers won't install

I recently finished building my computer and installed windows and already downloaded drivers for everything but GPU. I have a Sapphire Radeon R9 280x Tri-x and the AMD drivers in catalyst, once in the install stage, says "Installation Package Failure". I have tried on both the disc that came with my gpu and a digital program, neither versions work. Not only will that not install, but when I plug a DVI cable into my GPU, nothing appears on the monitor, but I am pretty sure that it knows that it's plugged in. I am in urgent need of help. Thanks in advance

CPU: i5-4670
GPU: Sapphire Radeon R9 280x Tri-x
Memory: 8GB
PSU: 600w

I would use DDU to remove any remnants of the previous graphics driver. These really create havoc for the new driver. Then I would update the BIOS to the latest version recommended on your motherboard model webpage.

What you described is practically word for word the definition of graphics driver problems.
