Don't quote me for this; its a wild guess. When the fans speed up, its because other components are working harder. The fans react to keep them cool. Your laptop will be faster if components are working harder. But there isn't always a way to make your components work harder.

Power options > Set Min processor state 75% and max to 100%.
Also in power options set Active cooling policy to On.
