CPU responsiveness causing FPS drops?

So I have been bothered with random FPS drops for quite a while now. I can play any game, CS:GO for example with an average FPS at 80-90. Then every so often it will start dropping to 10-20 fps for about 30seconds, restore and after 2-3 minutes repeat the same process. It is really annoying, and really frustrating. I have tried stuff like un-parking my CPU but with no luck.

How ever, with the program that I used to un-park my CPU's (Process Lasso) I was able to register changes in the CPU responsiveness every time my FPS drops. I got some screen shots...

Both of theese photos was taken within minutes of each other.
Please help, since I can't handle the frustration anymore! .__.
 
Solution
I think if you have more cooling allowed to the bottom of the laptop, you shouldn't get low FPS.

The MAX temp is a little higher than you wanted.

(Dont understand CPU-Z at this point. I can upload photoss of Memory and SPD if neccesary.)

Power Supply: needs the wattage and exact model number
(Also unknown to me. I have a laptop...)

Graphics Card: Is it overclocked? Intel(R) HD Graphics 4600, Not overclocked.

Hard Disk Drive:

Operating System: and whether 32 or 64 bit: Windows 8.1 64bit

I hope this help. Alot of the slots I was unable to answer to because I dont know them. It is a Laptop I use, which is a Lenovo G510.

Yeah, after reading a bit around the web I figured that might be the case. I have now lowered the power intensity, done a fan cleaning process and added my cooling pad underneath my laptop. Thanks anyway :)
