what can be the cause of low fps after power failoure in house?

prior to power failoure i had a stable 60 fps in dying light v 1.3 and other games.after the unexpected pc shutdown i have 45 fps in the same areas of the game.its not the software because i did check disk,windows reinstall.i have gtx 970,corsair cx 750,i7 2600k,gigabyte z68p ds3 motherboard.and no surge protector or ups.so what component should i change first?its the psu fault?
 


Check game settings and also check memory modules. Power outages and power coming back ON sometimes cause sags, spikes, and surges. This can sometimes be detrimental to components.

yes i know that,thats why i want to figure where is the damage, motherboard,gpu psu.ram?i will run mem test,my game settings are the same,

one or two of the voltages are a bit out but this will probably be misreporting by the voltage sensors as all the others and temps are ok.
This suggests that the motherboard is probably OK.
The most likely thing to be damaged by the surge when the power comes back on is the PSU and under load the voltage may be dropping off to the graphics card this would in effect underclock the card.
if you have a multimeter you could try measuring the voltage on the 12V line via a spare molex and see what happens when you stress the GPU.
