Processor Bottlenecking Issues

I have a pretty good PC set up, with a GTX 770 and AMD 8-Core Processor. My latest addition was another GTX 770 for SLI. I noticed little to no difference in performance with SLI though. My older brother is helping me, and says that the processor would not bottleneck the 2 770's, although I think the proccessor is bottlenecking, considering it is half the price of an Intel i7. I would rather not have a graphics card sitting there doing nothing. If the processor is the bottleneck (I'm sure it is) What would you recommend for $300 - $400 ish. Proof would be nice too, to show my brother. Thanks, and PC specs down below.
GPU > 2 GTX 770's
CPU > AMD 8-core
Power Supply > EVGA 850 watt
Ram > 16gb

That processor should not bottleneck I'm guessing it is an 8250 or 8350. Some games don't support SLI. what game are you trying to play? Also use nvidia geforce experience to automatically optimize for SLI.

I have not yet tried optimizing, but in Far Cry 4 I still get > 60 fps on high settings, when my friend with 2 lower tier graphics cards gets well over 60. Also, when I record games frames drop a lot (does that have to do with cpu?) I have an 8320 btw

For an example, I play Far Cry 4, and with 1 card I get a little under 60 fps on 'very high' settings. With both in and SLI enabled, still 50-60 fps. My friend plays with lower tier cards and gets well over. Another problem I have is recording (major fps drop), which I feel my processor might be at fault too.
