PC slow after clean install of win8.1 on SSD

I recently got a 256 gb SSD and did a full clean install of windows 8.1 onto the SSD. After doing so, i am always taken to this blue screen where it asks what OS i want to select, and off of what drive partition. Also since the Install of the SSD, my boot times have doubled, and i have extreme lag in many programs including my browser where things will freeze and restart at random.
My specs are as follows.
Gigabyte 990FXA
8 GB Ram
FX-6300 CPU
r9 290 GPU
1 TB HDD
256GB SSD
750 PSU

1) During the win8.1 installation, do you connect the 1TB HDD? If yes, you need to disconnect the 1TB HDD during the installation.
2) Do you use ahci mode or ide mode for the storage mode? If you use the ide mode, and change it to ahci mode. And you also need to make the changes in registry. You need go to the win8 section. http://www.overclock.net/t/1227636/how-to-change-sata-modes-after-windows-installation

So should I format the ssd and start over?

If you did connect the HDD during the installation, and yes, you are better to reinstall the win8.1.
1) Only SSD or DVD if you DVD for installation.
2) In the BIOS set the storage mode to ahci.
