So I'm going to upgrade my HHD to the Samsung 850 Evo 1TB SSD drive. I hear good and bad about cloning your current OS and info to the SSD. My question is should I clone or should I do a fresh install of Windows. I haven't jumped to the Windows 8.1 bandwagon. I likes my Windows 7!

A fresh install is the best way to fully utilize the speed of your SSD. When you clone from an HDD to an SSD, you carry over things that will slow down overall performance.
My suggestion is, if you have the time:
1) make sure you SATA mode is set to AHCI in the BIOS
2) do a fresh install
On install Windows automatically does a few things to optimise for an SSD (enables TRIM, disables defrag, etc). It's definitely a better way to go.
If time is really tight though, or you have particular programs which are a pain to install or configure, you can clone, it's not big deal.
