Need Suggestions/Feedback on New 2015 Gaming Rig

Case: Cooler Master HAF X Blue Edition
CPU:Intel Core i7-4790k 4.0Ghz
CPU Cooler: Cooler Master Hyper 212 EVO (are there better ones in this price range? Looking to OC to ~4.5Ghz if possible)
Thermal Compound: Arctic Silver 5
Motherboard: MSI Z97 Gaming 5
Video Card: XFX Radeon R9 290X Black Edition Double Dissipation 4GB
RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900) - Timing 8-9-9-24
Power Supply: EVGA Supernova 850 B2 850W
HDD: Western Digital 7200rpm 500MB (not the best, but I'm trying to save money wherever I can)

What do you guys think? How can I improve this build without leaving this price range?

It's so much easier to use partpicker.com.

I would probably change several parts out. The i7 already runs 4.4ghz stock turbo speed so overclocking to 4.5ghz is pretty much pointless. Save money by using the stock cooler for now. Thermal paste is completely unnecessary. The price difference between a 500GB and a 1TB hard drive is usually less than $5. The EVGA B2 psu is alright, but there are better options in the same price range.
