ram usage too high

i have windows 7 64 bit and 16 gb ram
when i have nothing on but a download and avast and the other things are like things that comes with hardware program for sound the nvidia control and i found this windows 7 gadget telling me the usage is 33%

Windows will use RAM to cache files if space is available. This is normal.
Check "available memory" on the performance tab in task manager for a real indication of how much is left from currently running applications.
