The main problem is that i have a 400W PSU and GTX 660 requires at least 450W.
Though I've heard that it can run on a 400W PSU.

The GTX 660 costs a bit higher than 750Ti.
So, which one should I take?

Solution
According to reviews that PSU can output its labeled wattage however when going close to 400w its ripple is horrid so considering that i'd suggest you go with the 750ti. Also it has 2 rails with 16 amps/rail so that might cause issues with the 660. Be safe and go with the 750ti

That's what I did. Was not satisfied much with the FPS, maybe i'll OC it!
I got a used product, so i was thinking if i should exchange it for a GTX 660 or just get it replaced.
(MSI GTX 750Ti 2GB Single Fan OC V1)

The 750ti can overclock extremely well so you should get good results. What are the games that run with low fps? I'm sure i can give you a few pointers to increase the performance, just make sure you post complete specs like CPU mobo ram etc.

Didn't install many games yet, but im talking about GTA IV, it runs at 27-35 FPS on maximum settings @ 1600x900 resolution.
It's wayy better than my previous GPU, but i sort of expected more.

GTA 4 is a crap optimized game. As i said before - need complete specs but one thing is clear: gta needs a fast CPU to run properly and isn't that much dependent on GPU.

at 1600x900 the 750ti will rock in almost every game.
Try: Battlefield 3/4; Crysis 3; Dragon Age etc
