Computer didn't shut down successfully, turned it off manually, and now it won't boot up.

Hi every1.

so, about a month ago, i was using my PC normally, playing League of Legends - CS:GO and watching stuff.

Windows 8.1 Pro 32-bit
GA-G31M-ES2L
2 Gigs of RAM DDR2
Intel Dual Core E5200 processor
9500GT Video Card 512MB

than i turned off PC, monitor said "Shutting Down" as monitor usually does, than monitor turned off, but everything except monitor was powered up? i was waiting like 20 minutes, PC didn't turned off, than i turned it off manually by clicking "Power On" button for 3-5 seconds, after that, i turned on PC, but nothing is happening, monitor won't display anything, PC is powered up, fans spinning, no beeps, not even one, i tested Monitor, Video Card, RAM, all working perfectly, PSU too, but i haven't tested CPU, cuz if problem is in CPU, motherboard would have said something with Beeps, or would have just destroyed everything.

tried removing battery for minutes, resetting CMOS with screwdriver, nothing happens.

CD-DVD ROM is active, coming out, HDD working also. i don't know what can possibly be the problem, i haven't experienced something like this before.

Can any1 guess what can be the problem and give me any tips on what to do?

my fridge was working normally :D , never had an issue with it, if i had, i was fixing it in a minute, but now 1 month passed, i can't take my PC anywhere to check what's wrong with PC (no money)

 
So you tried the video card, power supply and monitor with another computer and they were all good? That points to the motherboard or CPU, most likely the motherboard.

You have an older system, the earlier Core 2 Duo systems sometimes had issues with capacitors, check over the motherboard for any puffy or split capacitors, if any are or have black stuff on top, motherboard is bad.

Luckily for a system like yours, you can get a working one for about $100 or less. You'll spend more on a fix than just replacing it.

i found out 1 thing! if i press reset (restart) button on the system, it beeps, but not always, only sometimes, 8 beeps, last time, i guess? didnt even counted normally,

and capacitors look fresh, alive, nothing weird .
