8GB of ram installed but only 3.98GB usable

My computer has 8GB of ram installed. It used to run and boot up with 8GB of ram and all of that ram was usable. Now it's booting up saying 8GB of ram is installed but only 3.98GB is usable. I think this is something to do with the Hardware Reserved memory as it's a large amount reserved.

My computer is custom, here are the specs:
AMD Radeon HD 6670 (Graphics Card), AMD FX(tm)-6300 Six-Core-Processor, GA-78LMT-USB3 (Motherboard), 8GB Ram.

Quick Edit:
1. My computer is 64 Bit
2. In msconfig > Boot > Advanced options (Maximum memory is unchecked)

How many RAM sticks are you using? You sure all of your sticks are working correctly? Take them out, re-install one at a time, and see if it posts. If it fails to do so, that stick is dead. If you're only using one DIMM, then perhaps one of the other solutions listed above will work for you.

So I just went to check if both the rams stick of 4GB I have are working and found out that they are indeed. Although on re-install them and upon boot somehow my computer has fixed the problem itself. I went to computer properties and no longer was it saying 3.98gb usable and the reserved system memory is now 10MB.

what motherboard are you using? i had this problem too same amount of ram same cpu and upon a second reboot it was fixed.
