How to share files and optical drives over network Win 7 to 8.1

My old Win 7 laptop is dying; my new one is coming with Win 8.1. Can I move files over my home network from the old to the new?

Can I also access the old Win 7 optical disk drive from the new Win 8.1 laptop? I can do it between two Win 7 computers....

Yes you can, the process is pretty much the same, just set up sharing on the Win7 computer and browse for those shares from the Win8 computer.

Just curious... what do you mean when you say your Win7 computer is 'dying'?

You can, all you have to do is make sure the laptop is on all the time. Right click on it and just enable sharing for the drive. As for moving things, to make it easier, just make a folder in documents or whatever dump everything in there and make sure sharing and discoverable over network is enabled in the Network and Sharing Center and then its just a matter of copy/paste.

HP; deadly slow in spite of unloading junk etc. Hinges failed, repaired, failed and connectors are wearing. HP says it's "end of life."
