Computer keeps making high pitched noise whenever i enter programs?

Hello. I recently noticed that my Gpu (i think) keeps making this high pitched whine whenever I run programs. Just recently today i was playing minecraft and whenever i'd put it into full screen mode the sound would occur, but as soon as it was into window mode everything was fine. The source seems to be coming from my graphics card, i hunted it down to the best of my ability. The only way i can describe the sound is almost like a hole in a balloon letting out air (no there is not a balloon in my computer, i checked.) I honestly dont know what could be making the noise. I was thinking the fans, but they don't increase there speed at all according to msi afterburner. One last thing, its not coming from my speakers. It coming directly from my computer, around the graphics card. Thanks for the advice.

P.S. My system specs are
620w seasonic bronze psu
r9 290 vapor-X
Seasonic 1tb hard drive
Kingston 120gb ssd
Msi gaming series motherboard (dont feel like looking up exact model)
Intel i5 4670 with stock cooler.

+1 for coil whine

This can come from GPU, PSU and even MoBo in rare circumstances.

R9 290 is likely the culprit. Make sure your game is set to have V-sync ON. This can also usually be forced in the GPU control panel. This will help.

I also had this problem.
I found out it was one of my case fans.

Try to unplug of one fan at a time, and see if it is one of the fans.

If that doesn't work unplug the graphics card, and run on onboard graphics. It might be coil whine. (More info here: https://www.youtube.com/watch?v=T7HsXHqtxrI)

If that doesn't work, it can be that you have overclocked something, try, removing the overclock.

Yeah, it turns out it's coil whine of my r9 290. Thanks for the help everyone. Vsync surprisingly did help a lot with the whine. Its gone for the most part now with most of my games.
