I can't uninstall the driver because the computer wont turn on long enough.
Oh. You said "It continues to turn off for a few seconds, then turns back on. ". I presumed you meant it ended up with being back on.
If you have integrated video, move your monitor's cable to the integrated and remove the card from the PCIe x16 slot and see if it will boot. If you don't have integrated video, just boot w/o the card and see if the PC stays on. It will boot to Win with a blank screen, of course. But you may be able to hear the Win start up tones.
