Which Video card should I get?

I'm getting a new machine and idk which card should I get I have a quite high budget but I dont wish to get a card higer than a GTX 970, my limit is a price of a GTX 970 around the 380$ ish.
I heard that the GTX 970's has a catch which is that it says you get a 4GB of VRAM but you actually get 3.5 and the card spikes on high graphic levels.

Which card would you recomend me to grab for a long time that will be able to run games easily with no FPS issues?

The 970/VRAM issue doesn't matter. The only thing that matters is it's performace, which is amazing.

Still, the 290/290X are crazy good deals.

It depends on what you want. Nvidia runs more efficiently and cooler while putting out similar frame rates. AMD costs less and performs closely, but consumes a lot more power and generates more heat.

I would prefer to get it soon, I'm going to leave soon and I would like to enjoy the new machine as much as possible I will purchase it in a month or two, unless the 300 series will get out before that time then sure.

Any ideas for a different GPU's out there..?

The GTX 970 is a gret card, and I recommend it if you want a card that you can get now.
The best of the lot (from my POV) is the Gigabyte GTX 970 G1 Gaming. It`s the most powerfull, but if you want slightly better temps or noise, you can look towards MSI or Asus.

Than ofc I would prefer the Nvidia one so a GTX 970 it is? and if so which one would you recomend me to grab?
I thought about the EVGA one FTW SC edition.

I would prefer a card that can stay cool under allot of pressure and quiet I think that the EVGA and ASUS ones support this idea right?

Pretty much.
Asus - quiet
Gigabyte - powerful
MSI - coolest
EVGA - a mix of all the above
