8Gb Ram, (4.0Gb usable)

All the posts I've read on this haven't seemed to help. I have 8Gb of Ram installed, yet windows shows only 4Gb usable, in the resource monitor 4097MB is listed as hardware reserved.
Am running the 64 bit Windows 7
Have unchecked max memory, and set to 8192 MB
There is no Memory remapping setting in my bios
Have updated bios to latest version, both manually and through MSI live update
Have reseated sticks
Help?

Mobo: MSI 760GM-P21 , Version 17.16
Ram: 2*4Gb Kingston DDR3 (Cpu-z says single channel, don't know if relevant?)
Graphics: AMD Radeon R9 270X 2Gb
CPU: AMD-FX4100

Go into the BIOS and check to see what dimms are detected. If only one, then bad memory or slot. To determine which, swap the memory modules and see if the issue moves with the slot or memory.

i'm having the same issue maybe we can help each other out here. Its strange speccy/cpu-z says in im single channel but amd over drive says im dual. this started after i switched my case. I have also tried to reset my cmos.. it won't boot up on default settings i have to manually switch to native ide. Someone told me that x.m.p. isn't for amd, but thats how i got dual channel to work before. i also have the 3.9gb usable issue. I'm seeing a lot of people saying it might be a cpu pin might be bent, but i doubt it my buddy would bend a pin he is super careful. My mobo should read dual channel automatically.

Both dimms are detected w/ sticks in them, both identical and have booted using only one in both slots, tried both sticks

and to VincentP, all drivers appear to be up to date, and integrated card is disabled

Update: BIOS is only showing 4Gb, but both sticks and dimms definitely work
