I am attempting to install a wireless router in a basement apartment. Connecting the router with Cat6 cable to my home router. Do I need any special setup, or will this work for the people living in the apartment?

Solution
It should work just fine.

You should be able to set it up normally, unless you need to close them off from seeing the network devices on the main router, in which case there is configuration to do on the main router itself once the 2nd router is connected.

Because it's an older router that works fine and I still have the setup disc. Would they have privacy and would I?

Is there an easy way to do that? I'm not great with technology.

This all depends on the overall setup.
Is it a connection that you pay the ISP directly for, or is it something 'included' in the rent, and you are going through the landlords connection?
Or something else...

It's going to my garage, which is separate from the house, about 700 feet, where my son sometimes stays, and we both want our privacy.
