Building a media center for DVR and streaming to multiple tvs throughout the house. Do you see anything I missed? What am I missing?

You aren't overclocking so skip the thermal paste and aftermarket CPU cooler. Regarding the CPU + MB, look toward the H97 platform and Haswell Refresh CPU. You aren't saving much on the budget by going with the H81 / Haswell refresh. Also, for a media based machine you won't need a discrete GPU and there is no reason to power up the GTX 770. The onboard graphics of the i3 will be perfectly fine.

The TV tuner stuff is what I'm not familiar with. I want to be able to use the PC as a DVR. And stream it to multiple devises like Roku, xbox 360, Hulu, and netflix to multiple TV's throughout the house. The TV tuner would be connected to a Leaf to record the standard ABC, NBC, and other free networks.
 
IMHO, the best way to utilize the HDTV tuner is to install it in the same machine, then use Media Center to schedule recordings. The recordings will be stored on the HD, in which you will need to set up file sharing within Windows to allow your devices throughout the house to have access to the recorded shows.

If you haven't already purchased the Leaf antenna, look toward the one below. You will get the same results...
