Need help with SSD

Hello. Im looking for a good SSD to buy. 120GB is enough. Now i know samsung has pretty awesome SSDs especially the EVO 850 ones. but they are 30$ more expensive than Corsair SSD or Kingstone or crucial. I read some reviews. ofcourse samsung has best reviews. but corsair has good reviews too and so does Crucial SSD. and kingstone has many negative feedback complaining about frameware version bla bla
which brand is best? is it worth it to pay 30$ more for samsung over corsair? both 120GB?
also. whats the default Format of those SSD? NTFS or FAT32? also is it possible to install OS on SSD and games/videos/pics ETC on an internal WD Blue 7200 RPM 1TB Drive? im welling to use it on a Desktop computer with either windows 8.1 64 bit or windows 7 ultimate 64 bit.
Also one more question. Is it worth it to pay 80$ more for i5 4690k over the i5 4460? 4690k is 280$ and 4460 is 200$ Here. i have Asus Z97-E Motherboard.

Samsung 840 or 850 EVO, or Crucial MX100.

Yes, you can install games on either drive, once the OS is on the SSD.
A 120GB SSD can hold your OS, plus all your applications apart from games.

whats the format of those SSD? FAT32 or NTFS? cause i heard its best to install OS on NTFS Drive

The SSD, like any other drive, has no specified 'format'.
For a current Windows install, NTFS.

So i straight ahead install the windows on it without messing with its format?

Exactly. The Windows install should format it how it needs to.
