The Witcher Enhanced Edition wont Launch HELP!

I am trying to start a new playthrough of The Witcher in prep for The Witcher 3. Every time i launch the game it goes to a black screen, flashes a hand mouse cursor then just stays on the black screen forever. I previously played on windows 7 but am now on windows 8.1 desktop. My rig is overkill for this game.

I have launched from all possible locations: Steam library, desktop icon, .exe file, launcher.

I have run as admin both the launcher and the .exe file.

I have gone into properties and played with compatibility mode, compatibility trouble shooter and the low res launch.

I have reinstalled the game and verified the game files multiple times.

Newest nvidia drivers installed a few days ago

I have spent about 4 hours web searching and trouble shooting this and so far come up empty. Any help would be much appreciated

Have you tried reinstalling old DirecX? Sometimes new versions carry only one build that is not compatible with it. Search on web what DirectX was required for Witcher EE and install it.
If Steam dosent work... Tried steam forums?

So that wasnt exactly the solution but it lead me directly there so I thank you very much. In trying to install direct x 9 I learned that the game just wasnt recognizing that 9 was already there. So I ran the game in windows xp compatability mode(which is the one i didnt try) and that worked perfectly. I got no responses on the steam forums so thank you again for yours.
