New graphics card but still lag?

Okay so I got a new MSI Radeon 290x graphics card aswell as a corsair 750w power supply for my computer. I also just got a new nzxt phantom case so the new graphics card would fit. Everything fits and is wired up fine. The computer is now slower when powering up and I get a black screen for about 2-5 minutes when logging into windows. I was expecting to be able to play games like Far Cry 4 and Dying light on higher settings as before I would still get lag spikes on the lowest settings. But for some strange reason I can play far cry on any setting but it's always the same performance, its good but every 5-10 seconds there will be lag spikes, even on the lowest settings. I'm really confused and would like some suggestions as to why this is? I will post all my computer specs asap, as I don't have access to it right now, in hopes of getting an answer. I have unistalled my last gpu but the two graphics cards were from the same series so the name is the same, I don't know whether it has installed properly. All the drivers are up to date + it did say it was configuring the new graphics card after booting it so I should think it's installed properly. My cpu is 3.5 ghz with 6 cores so I wouldn't think that would be a problem? I also have 8gb of ram with plenty of hard drive memory open (around 300-400gb). If anyone has any possible solutions please help me out. Thank you! :)

Okay here's all the specs.

OS: Windows 7 home premium 64-bit (6.1, build 7601)
Processor: AMD FX(tm)- 6300 six core processor (6 cpus), ~3.5GHz
Memory: 8192MB RAM
Graphics card: MSI R9 290X 4G
Power supply: Corsair cx 750. 80+ bronze certified

I have 362GB free on my 1TB hard drive

How did you remove your old GPU driver? Leftover of old drivers can cause problems. Have you concern reinstalling windows and installing everything again? Remember that you should also install Chipset, LAN, GPU driver, and few others.
Anyway, you said u have FX 6300, its good CPU but it still bottlenecks R9 290x. but thats not the reason for lag spikes you are getting, tho.

I removed the GPU after i had taken out all the power cables from the computer. Admittedly I did forget to uninstall the GPU from my computer so i had to do it afterwards while running the new one. Not sure if that would cause a problem?

fx-6300 is a great processor for gaming but you gpu is top of the line and your cpu is mid range for gaming... with that gpu I would at least get an amd fx 8 core cpu as the min... if you really want you could get a new cooler and oc your cpu to the max than your cpu might be barley enough for your gpu...

No, as long as you removed it correctly, but you cannot just do a uninstall. Try using driver sweeper (or the new version of it, i dont know the actual name but it's easier than drive sweeper) and then install the new driver. I really suggest you to reinstall windows if you can and install everything again. Your CPU has 6 cores, but 3 modules, and each of it has 2 cores. Are they all working? I think sometimes CPU dont use all cores and cause lower performance. It's really weird that you need 2-5 minutes when logging to Windows. There must be something else causing it. If you re-install Windows, and you still need so long to log in, then I'm pretty sure it's some hardware causing it (as long as you have every driver installed fine, and the right BIOS). Talking of BIOS, have you checked BIOS settings and saw something weird?
