I have Windows 8.1 32-bit installed and want to do a fresh install with Windows 8.1 64-bit. I have an SSD and HDD in my system and want to know what would be the best way to make the process easier on myself (Would i have to reformat the HDD and is there a way to back up apps to it and make re-installing them easier)

Any time you swap from 32 bit to 64 bit you need to do a complete fresh install on the OS drive. There is no way around it. If there is any personal info you want to save you should move it to the storage drive.

Moving programs and apps will not work unless they were originally installed on the storage drive and even then some need to be reinstalled. I understand the want to make it easier by trying to move what you want but after the move many programs will not work.

As for apps and programs you can make a list of what you have and redownload them after the fresh install of the OS.

Is there any way to save or backup info and settings from apps and games?

Most games have a save and a config file that can be copied and placed in the game after reinstallation. Some programs and apps may work differently though. This is a program by program circumstance. Some Googling on the programs will usually reveal the files that need to be saved and paths to them.

Something else to consider, if its one of the Microsoft branded games or apps, it already uses XBox live or your MS account information to maintain information so it could possibly have retained it on their servers. I've seen this happen with a few apps when I've changed to completely different laptops. But like both the other guys, not all apps are created equal.
