Most likely not but if you really need one, you can buy a laptop and upgrade the HDD to a 7200rpm model yourself. Why not even treat yourself and get an SSD?

You can buy the laptop and then replace the drive with a 7200rpm one. You can also buy a rack to make use of the 5400rpm hdd as well (make it external).
Or you can go for a SSD to replace the 5400rpm and replace the optical drive with a caddy where you can put the 5400rpm hdd and use it.
