can a corsair vs550w psu enough for r9 280x gpu? here's my specs:

i5 4460
gb h97m mobo
8gb ram
128gb ssd
CM n200 case

Enough, yes. Recommended, no. It has cheapo capacitors, so depending on your luck it might all work for years or die in few days/weeks.

It is always the best to use a quality PSU, regardless of wattage.

Seasonic, XFX, Antec HCG, Corsair RM, EVGA B2. All great brands. Take your pick. You don't need more than 550W for any single graphics card, as long as you don't go SLI or Crossfire.
