Should i plug my watercooler pump into the cpu cooler plug or the power supply?

I heard somewhere that you should have your pump plugged into the power supply at all times? If i plug it into a cpu header can i control the speed? I believe they said it was bad to have it running below 100%?
I have a Coolermaster Nepton 140XL
On a side note do most fans come with a power supply to fan adapter?

i wold plug the fan and pump extra into your cpu fan headers to give you more control if your not sure try runing some cpu stress test if its running hot try plugin it into you psu and chose the one that works best
