Computer won't let me reformat desktop

So, I'm sorry if this is long, but I want to give as much detail as possible to help you understand better.

About 7 months ago I bought a cyberpowerPC from Amazon and it's been better than I expected except for some minor things. (fixable stuff) And today I wanted to reformat it because it has been acting strange with some hang ups, some icons missing from taskbar, and then when I went to open Steam, my computer basically froze then showed "windows has stopped responding" so I had to do a hard reboot to use the computer. Plus, I *believe* I might have a virus, but my antivirus program hasn't found any, but I know something is up otherwise.

So, I go into the control panel to start the reformatting process and it tells me to restart the computer ect. I do that. It brings me to the window where I select my country ect, then hit next. It asks me again that if I have the disc for my computer, then says to hit yes if I do, other wise hit cancel and contact the manufacture ect. After I hit yes, it tells me to put in my CD and I do that, but when I do it, nothing happens for a few seconds, then it says that it can't be detected, or no device has been detected... I'm not sure what one it said actually, but it was very similar to that. But it said to RETRY, so I hit retry, but it still says it can't continue, that it doesn't detect the installation disc.

I also called cyberpower and the guy helped me by having me press F12 at boot up with the disc in and to select the DVD drive to boot from that to make sure it will boot from disc, but when I highlight the drive for DVDram, it tells me to hit a key afterwards... I do that, but then says "No bootable drive has been detected. Press any key to go back" Oh, and before it said no bootable device, it showed a screen saying ""2.2 tb infinity" then showed me the screen where I was able to highlight the drive.

Thing is, my dvd drive works. I'm able to put in Dvds and other discs and they all work, including my cyberpower install disc. But it won't detect it when the computer boots up if I'm within any setting, like reformatting.

I have no idea what to do and how I would reformat my computer if I can't use the CD that came with my computer?

It's not an actual windows disc, it's the cyberpower disc that came with my computer. I have no other to use that has windows 7. I mean, the cyberpower cd says windows 7 right on it, but that's all I have to use.
