changed some parts now PC won't work

Original spec:
I5 4570
Asus maximus VI hero
16 GB ram
Corsair cs600
Gtx 760.

New spec is the same as above apart from a cx850m PSU, a second 760 and a i7 4790k.

Since upgrading to these my PC turns on, no post beeps, all turns on and at first it would turn off and retry after 3-4minutes. I unplugged everything 1 by 1 and now same error but it does not retry. It just sits there with everything on but no display, post beeps or power to keyboards etc. I tried changing back to old spec and it is still doing it. Tried removing battery as well. Any ideas?

Check you cpu fan connection. Turn on your computer with the side panel off and check to see if the cpu fan is spinning.
Also you said you install a second gtx 760, remove it and see what happens.

I move the jumpers to the on position to clear cmos and the PC won't power on? Now after doing this it is still the same issue. All powers on, no post beeps, dunno whether it means anything but the numbers on the mobo in an digital display are showing 00

UPDATE: Put my i5 back in and it booted then restarted and now boots with post beeps. The beeps are 1 long 4 short which means hardware component failure... Bit vague as to what's failed though? Faulty mobo?

Solved! I put my old stuff back in. It was turning off then post beep coding to indicate that the CPU fan was spinning lower than the BIOS error limit as I reset BIOS. But now my issue is I can't get the i7 to work. I5 works fine. I7 has no post beeps. All powers up then nothing. Any ideas on new issue CPU experts?
 
Check and see if your MB needs a bios update to recognize the 4790k. That's a recent CPU.

BIOS 1402 or later.

It could be that you may need to update the BIOS for the new CPU to work or it could be the CPU itself that is defective. If the motherboard BIOS is up to date then RMA the CPU and get a new one.

All fixed now. thanks for the help guys. the issues and fixes were as follows:

I7 would not work as I had not updated my BIOS first. Did a BIOS usb flashback today and now it works perfectly.

I5 did not work when i reverted back to my old setup because I had reset my BIOS and the CPU fan was spinning at 500RPM but Mobo error limit was 600RPM.

Then did not work as I had the BootMGR missing error. I had to plug my Optical drive into its own Power cable as for some reason if I power a Optical drive and SSD from the same cable the PSU cant handle both so my SSD did not power up.
