New Build wont Boot from USB or CD/DVD

I've tried both USB and DVD and neither will boot. It takes me to the boot screen but just has a black screen with the flashing white underscore. Doesn't prompt me to boot or anything. I've changed around the boot priority so its configured properly for either USB and DVD depending on what I'm trying at the time, so that isnt the problem. I've tried changing around the SATA slots the Disc Drive and HDD are in and that hasn't worked either. Any help would be hugely appreciated. Thank you for yalls time

I used PowerISO to make the bootable USB. I tried a few different USB ports. The computer detects the USB in the boot priority list too, but it just doesn't boot at the boot screen.

When I open the USB up on my PC it looks the same as the pick you linked there. So I should open up the ISO file and paste it into the USB instead even though it will turn out essentially the same on the USB? Sorry for all the questions and thanks for your time.

Alright I did as you asked and it actually boated the USB. It loaded windows files etc then went to a windows load screen where it got a BSOD that said:

"An error has been detected so windows has been shut down to prevent damage to your computer"

"MEMORY_MANAGEMENT"

*** STOP: 1X0000001A (0X00005100, 0XC040F0000, 0x0000000, 0X0D16A963)

Any idea what that means/how it fix it?

Everyone bear in mind that this is a fresh build with an HDD that is black and hasn't ever had windows on it.

I tried to move the pair of ram to the other two slots and it gave me this BOSD (http://imgur.com/styKklk). Then I tried to move the ram solo into each of the 4 slots one by one and I got this BSOD (http://imgur.com/RSUi6Yz) for both ram in each slot every time.
