Certain websites are very slow on only one computer

Hello everyone, first things first. I'm from Argentina (so I'm sorry for my kind of broken english) and I have a 12mb down/1.5 up coaxial connection. I have 2 desktop computers connected to the wifi modem/router my internet provider gave me, I usually have 2 phone devices connected as well. So my computer (the one that is having problems) is connected directly to the modem via ethernet cable, the other desktop computer is on the other side of my apartment connected via wifi. My biggest problem is YouTube streaming, as well as surfing through other websites (although by far YouTube is the biggest pain in the bum), streaming YouTube videos on the computer connected via ethernet is extremely aggravating, as it's painfully slow. I can stream 1080p videos in the other computer connected through wifi without any problems, as well as with my phone. The only one having problems seems to be my computer. I have tried various ethernet cables with no success, I have done a speed test and it's perfectly fine (when I download torrents from my computer it's at 1300kbps), I used other video hosting servers like allmyvideos, playedto, etc and they also work perfectly fine. The problem seems to be connecting to certain websites like YouTube, google, google maps, this website too and a few others. Problems I do not have with the rest of the devices connected in the same network. I'm really lost and I don't know what else to do, my modem-router was replaced and I still have this problem, I called my ISP and they're as clueless as I am. Anyways that's all, thank you for you time.

I would run an antimalware called combofix - it is more comprehensive and can fix more issues
