Almost all the games stutter in new build

Well i just built a new pc and since i started it i noticed that i can't play some games .Some of these games stutter and have fps drops.The games that i can play work fine but the cutscenes stutter too.
Until now i can play :
Saints Row IV,NFS Shift 2 (i can play these 2 well but the cutscenes don't work well).Battlefield 3 sometimes works perfectly and sometimes just lags/stutters.
I can't play CS:GO ...in this games the fps go from 300 to 4-5 almost every second and it is impossible to play.I had this same problem in GRID Autosport but i lowered the graphics and now it works fine.

Here are the specs:
Processor:AMD FX-6300
RAM:Kingston HyperX Fury - 8 GB (1866 MHz, DDR3 HX FURY RED CL1)
Motherboard:Asrock 980DE3/U3S3 R2.0
Graphics Card:Sapphire DUAL-X R9 270X OC 2GB DDR5
PSU:Tacens MP700 W
Cooler:Cooler Master TX3 EVO
HDD: WD5000AAJS 500GB(the hard drive is 5-6 years old ,i had it from my first computer)
Also i am using an old desktop screen :Yuraku (YV19WB3) 19inch Lcd Widescreen Monitor Black

The temperature of the entire system seems to be fine:
CPU -->Idle:20-25º C
Gaming:55-63º C

GPU-->Idle 23-28º C
Gaming:50-60º C

I can play the games that work at more than 120 fps.I will upgrade the hdd next month.I don't know why i get this micro stuttering problem and i want to know if it is a software or a hardware
problem.
I also have problems with youtube videos,when i go to fullscreen they go out of sync from the audio and stop playing.It doesn't happen to all of the videos just a few and only on youtube.

hate to say it but it's your cpu's fault, it has terrible gaming performance at stock clock, only game that can use the extra cores will run smooth enough, but most games don't use more than two and even so the main thread/core is the one under most load most games prefer/require strong single core performance and that is where amd fall flat,cs go is the perfect example of this, it needs a lot stronger cores, overclocking would help your system out, but on that board you cant really overclock far enough, you could clock it to like 4.0ghz it would offer quite a boost in many games, but just as well in many it won't be enough

I will try to clock it if i can.
How can the PSU be the problem when i can play saints row 4 in ultra with more than 150 fps with no problems...I know that it is a cheap psu and isn't the best quality but im not using more than 450W and i should load it.The bios voltages look normal,and the memory has only one stick.Now im trying to test it.
Update:I ran memtest and got 0 errors.

Problem solved....i hate to be that guy..
I read many posts in this forum that had the same problem as me and i thought that i did everything and that i had all the correct drivers.Well i just installed the newest realtek driver and the newest graphics card driver and it is all gone now.The games run so smooth and the stuttering is gone...Thank you guys for trying to help me and i'm sorry for being this stupid .
