I will post my system specs here so you guys know what I'm working with here.

Specs

Motherboard: ASRock 970 Extreme 3 R2.0
CPU: AMD FX-6300
RAM: 4GB G.SKILL RIPJAWS X
Video Card: ASUS Radeon R9 280X DirecCU II Top (3GB)
PSU: EVGA 500W
Hard Drive: Western Digital 1TB

Basically what happens is I will be playing a game on steam and it will freeze randomly (and sometimes make a buzzing noise). Also while I'm watching a YouTube video or a show on Netflix and it will occasionally freeze. Please help! This is my first experience with a gaming pc and would like to get more into it :) Thanks!

Is your pc fairly new? i was having the same problem as you (i think) a while ago because i got a new cpu and motherboard and the solution is a fresh install of your OS. I didn't know that at the time so it would randomly freeze every now and then.

If not, it can also be something loose or detatched in your pc. Check any loose screws or connections, or if any cables are touching the motherboard where they shouldn't (non modular PSU cables that aren't plugged in).

I'm not a pro with pc's so feel free to wait for someone smarter to respond :p but just thought i'd let you know as i had a similar problem :)

could be your power supply, swap it out and check again.
updated drivers?
run hwmonitor from cpuid and see your temps and usage for processor and video card.
does your screens just go black with sound sometimes, or is it a full restart?
