How do I turn my modem On AND Off from my laptop?

On and off on a regular basis, as in I could be lying in bed watching a movie and then I could turn the internet off from the laptop without having to get out of bed

Short answer: you can't. You could turn it off, but then you'd have to connect via ethernet cable to turn it back on again.
You can set up a schedule of sorts for access depending on the router firmware, but that may not be what you want.
