New Graphics card constant fps drops during games

I received a new gaming PC for Christmas and got it set up. The graphics card was broken, i ordered a replacement and once it came it seems to run better than my older one except for the drastic fps drops i get ever 1-3 minutes for about 10-30 seconds. This happens on all games and i am really starting to get annoyed by it. I play games such as Arma 2, Arma 3, Company of heroes 2 and others. I'd be running 60+ fps on max graphics on most games then all of a sudden i go from 60 to below 10 fps for about 30 seconds. At first i did not know it was my graphics card and tried many solutions but i stuck in my old graphics card and although i get lower fps on average there was no fps drop.

My specs:

OS: Windows 7 64 bit

Processor: AMD FX(tm)-8320 Eight-Core Processor

Memory: 8.00 GB

Graphics Card:
New(FPS drop): AMD Radeon r9 280

Old(Working Fine): AMD ASUS HD 7770

I plan on emailing the company and trying to get another replacement but i am open to suggestions. Im almost certain it is a graphics card defect and dont know what would fix it.
Any help would be appreciated. :)

I have an 800 watt power supply, My Temp stays on average at 43-50 Celsius at 25% fan speed so it shouldn't be a heating issue. If there is an issue it definitely involves the graphics card but i'm clueless on what the problem is other than a defect because my old graphics card does not have this issue. I use msi afterburner and i have tried overclocking it and although it does boost its performance it still has fps drops regardless.
I will try and find something on underclocking but i do not think that is the problem because my temps are fine.
I tried disabling Cool N' Quiet in the BIOS and that didnt seem to do anything.

What Hard drive do you have? Because I had the same problem when I had to use an old 5400RPM drive, the disk activity was 100% all the time which caused stuttering during game play but not actual graphics card itself

I have tried multiple times reinstalling the drivers including beta drivers but they just seemed to make it worse.



Model: TOSHIBA DT01ACA200 ATA Device. It has 1.82 Terabytes of space.

I don't see why it would be the hard drive considering it came brand new as did the computer and my other graphics card does not experience this fps drop problem. I emailed the company and have yet to receive a reply.
I have looked everywhere and i am starting to lose hope :??:

Jeez I feel like a complete idiot. It was a Heating problem. The thing is I never ran MSI afterburner during games because i didnt think i needed it, i dont have my graphics card overclocked. So it was never automatically adjusting the fan speeds. so who knows how hot my graphics card was getting. I cranked up my fan speeds to 60% and my average temp while gaming is around 62 Celsius. Ive been having this problem for months ever since i got the card now i can game uninterrupted. I decided to install Core Temp so i can monitor my CPU temps and GPU temps with MSI Afterburner, always good to be safe. Thanks for you help guys.
