I was looking at puting a security camera system in my home and using my computer to record the video insted of a separate DVR. I was unable to find a good PCI card to convert the analog RCA security camera videos to digital to use on my computer. Is there an affordable PCI card that will work for security camera footage.

First, do you really want a PCI or a PCIe card? There are lots of cheap capture cards on e-bay. I can't vouch for how well they work.

My recommendation would be to use POE, IP based cameras. Then there is just a single etherent cable to run. You can directly access your cameras from your phone. And your PC (usually a high power user) doesn't have to be on 24/7. If you want to record to a disk you can get a much lower powered NAS to record.
