Having trouble with windows 8.1 installation

So this is my first ever build and I'm having trouble installing Windows.
Here's my system specs:
I5-4690k
Corsair h100i
EVGA z97 stinger wifi mini itx motherboard
Corsair vengeance lp (2x4gb) 1600mhz ram
Samsung 840 evo 120gb ssd
2x wd1003fzex
EVGA 750 G1 modular psu
Inwin d frame mini

It's probably just do to my lack of experience with uefi but I can not for the life of me figure out how to install windows. after saving bios settings it either tells me to change boot priority or that it doesn't detect an os. So the first thing I tried to do was disconnect both of the WD blacks, only having the ssd and an older pioneer optical drive connected. I then put the optical drive into the first boot priority followed by the ssd, and after saving the settings i would be taken to a black screen that told me to reboot and select proper boot device or insert media disk (the 8.1 disk was in). I came back to it later and tried booting it from a iso file on a usb, which just told me that it couldn't detect an os. Its probably just because I don't really know what I'm doing, so any help would be much appreciated! thanks

I inserted my flash drive with windows on it and put the usb floppy as the first boot priority followed by the Samsung 840 in the second boot priority and when I save the bios settings and restart I get a black screen that tells me it cant detect on os. If it wasn't clear this is the first time windows will be installed in this computer.
