Power Problem after switching off PSU and on again

So I have built a new pc and I'm having a problem that whenever I switch off the PSU and disconnect the cord, and then I turn the PSU back on (after moving it to another room) it wont power anything (no fans spin but lights on mobo turn on) until I switch it off again and wait 20 seconds for the motherboard lights to go out and then I turn the power switch back on and it boots up fine but my bios settings go back to default.

My Specs are:
Asus Z97-A
i5 4690k
G.Skill Ares 16gb 2400mhz
EVGA GTX 980 Classified
EVGA SuperNOVA NEX650g
Corsair H80i
Samsung 840 EVO SSD 500gb

It seems to work fine after it starts up again and the bios settings stay as long as I don't disconnect the PSU. But I need to move it every now and then on hot days to a room with air conditioning and I cant keep it in that same room unfortunately.

So the troubleshooting I have done so far is, paper clip test on PSU and all is well, shorting the power switch on the motherboard did not power it. Tried breadboarding it with just cpu, cooler and ram, with the same problem of once the PSU is disconnected and reconnected it will not start until I power it off again for 20 seconds. I also tried replacing the CMOS battery but it did not work.

I put it in this section because I believe it is a motherboard issue, any ideas?
 
Whenever you disconnect your computer's power cable (eg to move the PC), when you've moved it, don't don't plug it in to power supply straight away. Instead, press & hold the front power-on button for 15 seconds then release. This purges the capacitor in the PSU.

Now plug it in to power supply, press front power-on button and it should boot up no problem.

Hi Phillip, thanks for your quick response. Unfortunately that did not work. I still had to switch the psu off again and wait 20 seconds before it would power up and my bios settings still went back to default. This is not a big issue, just more of annoyance that I have to change the bios settings every time I move the pc.

losing BIOS settings after turning computer off is typical of a CMOS battery problem.
You say you replaced the battery but it may be you replaced it with a bad battery,I would try another one that I got from a different shop as some shops have a low turnover of that type of battery and they can die due to old age.
It could also be well worth cleaning the battery contacts on the motherboard with switch cleaner or isopropyll alcohol as they may be oxidized.
It is also possible that the power problems are related to losing the BIOS settings.

Hi Makkem,

I forgot to mention this but when I swapped out the CMOS battery the system time went back to 00:00 but when I unplug the computer and move it the time continues from when it was disconnected. so it is remembering the system time but not the settings

That was it, for some reason I had taken it off when I put it together, just put it back on and it is working fine now, powering on first time and remembering bios settings. Thanks very much!
