Exceptionally poor performance Fx 8350

Hey all, I was hoping you could help me with a significant problem I'm having with a new build. For some reason, the processor is running exceptionally poor. Basic Windows tasks, internet browsing, or background processes like Skype cause the cpu usage to jump to 20% or more. Games are mostly unplayable, some putting the cpu usage at 100% and freezing up the computer until they are done loading, then the cpu usage drops to a steady 5% and the lag stops. Any subsequent loading of stages causes the same problem, among a broad spectrum of games. GPU-Z shows my older crossfired HD 7850s to be running at around 30% in those games, and the cards came from an older (and lesser) computer that played those games flawlessly.

My build is as follows:
Windows 7 home 64 bit
Amd FX 8350 4.0Ghz black edition
Asus Saber tooth 990fx 2.0
Kingston Hyper X Fury 4x2 (8g) 1866 ram,
2x Radeon HD 7850 in Crossfire
corsair CX 700w 80 plus gold PSU
Samsung 840 pro 120g ssd

It should be noted that the first processor I got failed after a week and had to be RMA'd, this is my second FX 8350. This processor is "stable", and my second FX 8350 to go into this unit. All parts except the graphics cards are still within the 30 day return policy.

Things I have tried:
Testing thermals: The cpu never goes above 40 degrees under load (supposedly 100%) with my very expensive aftermarket cooler. The hottest thing in the system is the surrounding area on the board, at 44 degrees. I have tried specifically cooling this area, reduced to 34 degrees. No improvement of symptoms

Unparked the cores. All 8 cores run at 100% load when loading intensive programs or games, checked by task manager.

Reinstallation of all drivers, base and updated. Graphics, chipset, audio

Removal of the graphics cards in the event the PSU was insufficient.

Checked bios version-currently 2501, the most recent. The board shipped that way.

Memtest on ram passed 5 times

Complete reinstallation of Windows

Tested with a 1000w platinum psu, in the event the 700w was defective.

Reseated all cables

It should be noted that the analogue audio on the board does not seem to worth, through the back or front panel, if graphics cards are in the system. Also, the bios settings, and the date and time reset to January 2008 any time I unplug the computer from the wall. I've looked extensively online at all of the issues I'm having and am shocked at the sheer number of nightmare stories involving this processor and mobo combination. Is it possible I received a defective processor AND mobo? Is it possible my new rma'd cpu is defective again? If I replace the board, dare I try the same one again? I'm truly at a loss here, and definetly need the advice. I've used over 10 various saber tooth Boards in previous builds with no issues. What should I do next? This has been a 2 week project so far, for a computer that should be out-performing most of the budget gaming builds I've done so far. What should I do next?

CPU's are rarely ever defective. Your problems lie elsewhere. I have two rigs almost identical to your. Never had one single problem. Your BIOs defaulting to 2008 is not good. That messes all your web certificates up, your Windows updates mostly will fail because of that. That means you need a new CMOS battery. That when you make any change in your BIOS that it won't survive a restart. The bigger question is WHY HAVEN'T YOU REPLACED IT? I would replace it ASAP and set the BIOS to Optimized Defaults and then see what you get.

I replaced the board and now it works perfectly. I'm almost certain the defective board was the cause of my first FX 8350 being dead. The new processor and board work beautifully.
