Temp issue & Max OC w 3770k & H60

What would someone propose is the highest OC I can get?
Currently have it @4.5GHz with a little bus OC too @104 MHz or 103.5 MHz so in total I get 4554 MHz. I'm running an I7-3770K with a Corsair H60 Closed loop cooler, all my fans are set to max speed on my fan controller which includes the rear radiator fan, I have an ASUS Maximus V Formula mobo & an R9 290 which runs very cool (DirectCUII) @75C max and VERY rarely that high when under full load. Idles 41C most of the time.

However I may have a problem, quite the few months ago(2-6) I was able to have my CPU idle @30-36C even while using Chrome browsing the web and now I idle 41-44C at all times no matter what, sometimes even after turning the PC on. I am quite sure this will hinder any further overclocking I do and well I also genuinely do not like anything above my usual 30-36C, bothers me. I just suspect this is due to thermal paste aging, should I order some off of Amazon and give it a go? This would also be my first time replacing paste, I've had this PC since Dec 2012. Any other ideas on a good paste? I can Google it if no one wants to answer, just figured I'd ask all my questions in one thread and hope for a single 'answer-for-everything' reply.

Oh and my final question, would upgrading to something like an H100i or something better (last I recall when I researched H100i was one of the top) make a worth the money difference? Oh oh ohhh and my final statement, yes my PC is fine with dust, clean it every few months and its quite fine in that aspect. Thanks for any responses guys! Appreciate it!


EDIT: Just remembered and I know someone will ask this soooo, CPU is at 1.320V, no crashes no matter the intensity of the thing i'm doing (games/multiple vms and tons of demanding progs open) but I don't ever do any 24 hour stress tests as I use this PC all throughout the day and really don't have the time to wait out a 24 hour test.
