Non Overclocked CPU Cooling solution

I have built my first mini-itx home-office PC, using a cooler master elite 110 case with an Intel Core i3-4160 running at stock speed speed sitting on top of a MSI B85i motherboard, I have the 140mm case fan that comes with the case connected to the only SYSFAN connector on the MOBO and a cooler master BC80 fan at the left side of the case in front of the AMD Radeon 5450 heatsink connected to a maplin molex to 3pin fan header adapter. I have been using the system for a month and monitoring temperatures. What I found out was that the CPU was idling at about 40 degrees celsius. Not good. I have heard bad things about the Intel and AMD box coolers but I didn't think they were this bad. The only thing I could think that could be hampering things is that the fan on the Corsair CX430M is blowing down and the two air flows are colliding and that the air isn't really going anywhere. What could you helpful folk suggest that I do? Should I invest in a low profile heatsink or a cheap small liquid cooler like the Corsair H55? Or should I do something totally different? (keep in mind how small the elite 110 is)

The Corsair's CX430M doesn't blow down, it sucks air to expel it through its rear open vent so no clash of airflows really.

Certainly the stock fans both AMD and Intel equip aren't the best options, being an itx case you'll have to look at Mini-ITX heatsink/fans solutions, tom's recently posted a few reviews on this type of heatsinks, simply go to Tom's main website and select "Coolers" in the Latest Articles section, check those reviews to find out what's the best solution for your system and your budget.
