Pc turns off then on repeatedly

I built myself a gaming pc around a year and a half ago, have had no real issues until today when I went to turn on the PC. All the lights game on and the fans span as usual then after maybe 15 seconds it all switched off. Then a few seconds later it all came back on again. It did this a couple times more, until eventually it now only boots for 2 seconds or less before shutting off. Throughout this there was never any signal to any of the monitors. I have checked and all the wires at the back appear to be fully plugged in. There is a red LED on my motherboard which the manual explains is a drmos overheating warning, however I have no Idea what this means or how to fix it, even after a quick internet search. I have removed the gpu but this has the same results with the PC turning on only for a second or two before shutting itself down.

so I'm asking if anyone has any idea what has caused this or how it can be solved that would be much appreciated. I feel I should include that the water cooling loop is working fine and that there is plenty of air being blown onto the motherboard as well as the cpu block being fitted securely.

My specs are:

Mobo- Z77 Mpower
Gpu- 970 galax
psu- cx750m
cpu- 15 3570k
ram- 8gb G.SKILL Ares

anything else needed let me know, thanks.
