IRQL_NOT_LESS_OR_EQUAL when installing AMD graphics driver

I just finished a brand new homebuild for a friend that included an XFX R9 280 Raedon graphics card. It runs a fresh install of windows 8.1, and crashes with a Blue Screen when I am installing the graphics card drivers from the disc that came with it. I've tried looking around, and can't find any mentions of other people having it crash here. I've also tried uninstalling and re installing the incompleted drivers multiples times and reseating the graphics card. I intend to try in safe-mode next as well as the memory dumps if they are asked for, but I can't get the computer back for the day, and the owner doesn't seem keen on letting me work on it for too long, so I need help to try to find and fix the problem sooner.

Some details that may play a role from what I've seen is where it crashes during the install - which is shortly after the install adjusts the screen resolution. After the crash, I get the above mentioned error on a blue screen: IRQL_NOT_LESS_OR_EQUAL. I have also previously installed the motherboard's drivers, which includes a LAN driver that may be having issues connecting. The motherboard is an ASRock Fatal1ty 990fx killer. When I uninstall the driver, I get a single error message stating that some sort of what I assume is a log file missing, probably due to the crash.
